The Federal Energy Regulatory
Commission approved a proposal by New England’s power-grid
operator for allocating costs for electricity transmission-system
upgrades across six states.
All grid customers will pay for improvements that benefit
the region, according to the plan by ISO New England, the system
operator for 6.5 million customers in Maine, Connecticut, Rhode
Island, New Hampshire, Vermont and Massachusetts. Upgrades that
do not enhance the broad network will be paid for by specific
users. FERC approved the proposal at a meeting in Washington.

“It’s designed so there’s no more fighting about it, so
transmission can actually get built,” said Eric Runge, an attorney
with the New England Power Pool, said in an interview. “It gives
investors certainty.”
