Governor Lincoln Almond signed an Executive Order that calls on state departments and agencies to curb spending to help address anticipated revenue shortfalls in the current fiscal year and fiscal year 2003.
“We must practice austerity and economy in the daily operations of our state government,” said Almond. “The means every program and expenditure will have to be examined as we strive to maintain essential services and balance the state budget in the current economic downturn.”

In his Executive Order, Almond called on department directors and the heads of agencies to limit expenditures to those that are absolutely essential. The filling of job vacancies, the purchase of services and travel expenses will also be reviewed under the same standard. Almond has ordered no new commitments for capital projects except those authorized by the State Budget Officer, and is asking directors to take steps to reduce overtime.
