NEW BEDFORD — Jobs grew in the city at the second fastest rate in the state in November, doubling the state average and marking the fourth consecutive quarter the city has sustained a better growth rate than the state average. Data from the state Department of Employment and Training shows the city’s unemployment rate at 5.8 percent, compared to 6.1 percent for the same period a year ago.
