The starting point for Rhode Island’s economic challenges in 2008 will be to reduce the state’s budget deficit and create jobs. Gov. Donald L. Carcieri announced a plan on Oct. 15 to reduce the deficit by $200 million by eliminating jobs, reducing state employee health care contributions and cutting programs in welfare and other areas
