U.S. Senator William “Mo” Cowan, Senior Vice President and Chief Operating Officer of ML Strategies, the government relations and strategic consulting affiliate of international law firm Mintz, Levin, Cohn, Ferris, Glovsky and Popeo, P.C. , where the Senator is Of Counsel, will be the keynote speaker at the New England Water Environment Association’s (NEWEA) Annual Conference. NEWEA, first established in 1928, has been holding annual meetings to provide a forum for knowledge and technology exchange within the water field. Since then, the NEWEA Annual Conference has become New England’s largest water quality conference.

 

Senator Cowan returned to Mintz Levin in November 2013 following his tenure as interim U.S. Senator for the Commonwealth of Massachusetts, a seat Governor Patrick appointed him to fill after it was vacated by Secretary of State John F. Kerry.  He previously served as Governor Patrick’s Chief Legal Counsel and, later, Chief of Staff and Senior Advisor.  Prior to that, Senator Cowan was a Member in the Boston office of Mintz Levin where he represented a diverse array of commercial clients in business and regulatory matters.

As of this month, the U.S. Congress has a very different look, which will have potentially significant impacts on Water, Wastewater, the Environment and Infrastructure industries throughout the country. Senator Cowan will address the effects of a changing Congress from both national and regional perspectives, as he considers impacts on regulation, legislation, and funding.
