Richard Otto has been hired to be vice president/personal trust at Citizens Bank. He had been vice president of private banking for BankBoston. Otto is a board member for the Volunteers in Providence Schools and a member of the Providence Estate Planning Council. He is a graduate of Babson College in Wellesley, Mass. and lives in Cumberland.
