Rhode Island voters would get the chance to vote on whether to allow a new casino in the state under the plan offered yesterday by a seven-member legislative commission formed to study the gambling issue.
The vote would come in a special Nov. 4 election, according to the panel’s report, issued yesterday. If voters approve the casino, a new gaming board, appointed by Gov. Don Carcieri, would decide the casino’s location and operator.
