Hugh C. Minor IV has been named director of buzz at North Star Marketing in North Kingstown. He previously was public affairs manager at Plan USA, an international nonprofit organization. Minor is responsible for designing and implementing public relations campaigns for North Star and its clients. He has a bachelor’s degree in secondary education and English literature from Rhode Island College.
