President George W. Bush, bolstered
by the capture of Saddam Hussein, may get another boost in early
2004 when refunds from his tax cuts go out to U.S. voters.

Bush may also get a boost for his domestic policies as
refunds go out to voters next year, said William Sullivan, senior
economist at Morgan Stanley. Tax reimbursements will be about $63
billion higher next year than in 2003, according to Petz
Enterprises, which runs TaxBrain.com, the largest Internet-based
