WASHINGTON — U.S. Rep. Patrick J. Kennedy, D-R.I., who was credited with raising record sums for Democratic Congressional Candidates as chairman of the Democratic Congressional Campaign Committee is stepping down. Replacing him will be U.S. Rep. Nita Lowey of New York’s Westchester County.
