Mark Waggoner has been named vice president and chief contracting officer at Blue Cross & Blue Shield of Rhode Island. He will be responsible for strategic and operational oversight of the company’s provider contracting division. He has a B.A. in English from Clemson University, an M.A. in health administration and policy from The Medical University of South Carolina and an M.A. in business administration from Bentley College. •
