Shooters site plan moving forward with engineering work but no timetable for completion set

PROVIDENCE – The R.I. Department of Environmental Management provided an update Friday on its plans for the former Shooters property at 25 India St. in Providence.

According to DEM spokeswoman Gail Mastrati, “The design phase of the waterside project at the Shooters site is underway. The project will feature a fishing pier, a marina for transient boaters and a ferry dock.

“Pare Engineering, which was recently awarded a [contract] for the design of the project, is currently conducting a topography and bathymetry survey, with surveyors on site recently.”

Mastrati said that most all of the field work for the land survey has been completed, and that the DEM expects to see a plan from the surveyor in the next several weeks.

Pare is under contract for $170,000 to provide consultant services.

Once the project reaches its 60 percent “design level,” the project will be submitted for regulatory review through the Coastal Resources Management Council, DEM Water Resources, Army Corps of Engineers, and R.I. State Building Code Commission.

“Once the approvals are in place, the plans will be finalized for public bidding. It is difficult to speculate on how long the process will take,” said Mastrati. “Eat Drink RI is attending the design meetings to contribute to the land/sea development plan as we progress.”

Eat Drink RI LLC’s Central Market, which is planned for the site as envisioned by creator David Dadekian, is supposed to feature local farm goods, producers and food artisans.

Eat Drink RI announced earlier this year that it is also embarked on a food hall project at 235 West Park St. in Providence.

The former nightclub site – known at various times as either Shooters or Bootleggers – has been the subject of much speculation and conflict since the state put it up for sale once it was done using the former nightclub as a staging area for the Interstate 195 relocation project. Potential uses that have been discussed in the last decade include a concert venue and a condominium tower.
