Thomas E. Billups has been promoted to principal at GZA GeoEnvironmental Inc. He has been with the environmental and geotechnical consulting firm since 1988. Billups has more than 30 years of experience. He holds a B.S. in civil engineering from Wentworth Institute of Technology, an M.S. in civil engineering from Tufts University and an MBA from the University of Rhode Island. •
