GROTON, Conn. — The University of Rhode Island has been licensed by the Connecticut Board of Governors of Higher Education to operate a master’s degree program in chemistry at the Pfizer, Inc. plant’s Groton, Conn. research campus. The arrangement with URI raised some concern among state education officials and Gov. John G. Rowland because of the proximity of the University of Connecticut’s Avery Point Campus to the Pfizer facility.
