Sen. Donna M. Walsh, a Democrat from South County, has proposed legislation that would amend the state’s Student Investment Initiative to guarantee that every school district receive an annual increase of no less than 5 percent in its state aid to education.
We think it’s a bad idea.
Walsh and others are tired of not getting aid to education numbers from the state sooner in the municipal budget process. They are also tired of receiving less than they expected. Those are legitimate concerns.

Mandating a 5 percent annual increase in state aid to education, however, is not a legitimate solution.
There may be some years when the state will not find it feasible to ask taxpayers to support such an increase. And certainly, the needs in some communities are going to vary widely from the needs of others year to year.
We strongly support the state’s investment in public education. But we believe that such support should come after careful and deliberate consideration. And that approach should take place each and every year, in all of our cities and towns.
