Governor Donald L. Carcieri outlined two new initiatives designed to provide tax relief to Rhode Islanders. The Governor proposes to create a new health care tax deduction to help Rhode Island consumers pay out-of-pocket health care expenses. The Governor also proposes to double property tax relief payments to low-income seniors and to expand the number of seniors eligible. These proposals were made possible by an unexpected, $46 million increase in state revenue projections.
The Governor announced his intention to use the balance of the new revenue to provide additional funding for local schools, and to restore funding to a number of human services and community grant programs. The Governor earlier proposed to reduce funding to a number of these programs in order to close a projected $192 million budget shortfall. The school aid would be tied to new accountability standards for local school districts, which Carcieri will develop in partnership with the General Assembly.

“I’m pleased to announce today that unexpected increases in state revenues have provided us with an opportunity to provide real tax relief for Rhode Island overtaxed citizens,� Carcieri said in a release issued by his office. “The new revenue estimates will also enable us to restore funding to a number of state-supported programs.�
