Donald F. McCormack, of the Naval Undersea Warfare Center in Newport, has been selected as a Presidential Rank Award winner in the Meritorious Executive category. McCormack was appointed technical director in July and is responsible for planning and execution of technical programs involving more than 4,000 employees and an annual budget of more than $1 billion.
