Frederick J. Vincent has been named project manager of The 903, a 330-unit condominium complex in Providence. He has 30 years of professional and management experience in municipal and state government. Vincent supervises and oversees the condo conversion process. His duties include building upgrades, condo sales and marketing and property management. Vincent also coordinates riverfront improvement activities. n
