Elia Germani has been named chairman of the state Public Utilities Commission. Gov. Lincoln Almond on Jan. 26, announced that Germani would begin filling immediately the term of former PUC Chairman James Malachowski. The appointment expires in January 2001. It is subject to Senate confirmation.
Germani served as general counsel for Blue Cross & Blue Shield of Rhode Island from 1979 to 1998. He was a partner with Tillinghast, Collins & Graham from 1976 to 1979. Before joining the firm, Germani served as attorney and assistant secretary of Narragansett Electric Company for eight years.

During his tenure at Narragansett Electric Company, Germani practiced extensively before the PUC.
Almond described Germani as having a wealth of experience regarding regulatory issues and “firsthand knowledge of the utilities industry in the state.”
If approved by the Senate, Germani will immediately become one of the most powerful players in state government. His appointment still leaves one vacancy to be filled on the three-member panel. Kate Racine, whose term has expired, has continued to serve until a replacement is named.
The PUC has far-reaching authority to set rates and shape the new competitive landscape for utilities. Its decisions have a direct impact on the lives of Rhode Islanders, including the electric, natural gas and telephone rates they pay.
The commission will play a crucial role in the telecommunications industry this year as Bell Atlantic seeks to enter the lucrative long distance market and a host of competitors begin peddling local phone service to businesses in Rhode Island.
A graduate of the University of Rhode Island, Germani received his law degree from Harvard University. Germani currently serves on the Rhode Island Board of Governors for Higher Education. He also serves on the Board of Governors for the Providence Boys & Girls Club.
Germani will be paid $69,561. He resides in Warwick.
