Report: LNG plan does not meet safety standard

KeySpan Corp.’s planned expansion of a liquefied natural-gas facility in Providence would not provide sufficient protection from a leak or fire, according to a government report released Friday, as reported by Bloomberg News.

Federal Energy Regulatory Commission staff recommended the commission not approve the LNG proposal unless it makes changes to comply with federal safety guidelines, Bloomberg said.

“KeySpan LNG has not provided any data to show that the
proposed import terminal can be brought into compliance with the
current safety standards,” the staff said in a final
environmental-impact statement.

KeySpan, based in Brooklyn, N.Y., in January told the
FERC that in order to meet federal safety rules it would need to
increase the plant’s floor thickness or replace the foundation,
install in-tank pumps and acquire control of eight neighboring
industrial properties to establish a thermal exclusion zone, Bloomberg reported.

The company concluded that such improvements wouldn’t be
possible and would outweigh the value of the expansion project.
Making the repairs would also take the current facility out of
service for the next two to three heating seasons, Bloomberg said.
