R.I. getting $5.9 million for bioterrorism preparedness

WASHINGTON – The Rhode Island Department of Health is getting $5.9 million in federal funding to help the state strengthen its ability to respond to bioterrorism and other public-health emergencies resulting from terrorism.



The funds will support the state’s public-health agencies and help hospital systems better prepare to treat large numbers of casualties, according to U.S. Sen. Jack Reed, who announced the U.S. Department of Health and Human Services grant.



The state has already been working to upgrade its infectious-disease surveillance and investigation system, expand public-health laboratories and communications capacities and improve cooperation between hospitals and government offices.

SBA Rhode Island office has new acting director



PROVIDENCE – The U.S. Small Business Administration has appointed Stephen D. Umberger as acting district director for its Rhode Island District Office. He will replace Mark S. Hayward, who was named acting regional administrator for New England following the sudden death of regional administrator Jeffrey H. Butland on Aug. 1. Hayward is also serving as acting Massachusetts district director.



Umberger has been with the SBA for 22 years, and comes to Rhode Island from the SBA Office of Field Operations in Washington, D.C., where he managed the agency’s national internal control and quality assurance program.



He also served as liaison between the SBA’s headquarters offices of Government Contracting and Business Development, General Counsel and Inspector General, and the regional and district offices across the country.
