Scott R. Kwarta, director of operational risk and Basel II in corporate risk management at Citizens Bank, has been promoted to senior vice president. He most recently was vice president in the same position. Kwarta is responsible for development and implementation of operational risk management framework and related programs including implementation of operational risk components of the Basel II Accord.
