William P. Mitchell has been appointed vice president/operational risk manager in corporate risk management at Providence-based Citizens Bank. He joined the bank from FleetBoston Financial where he was risk manager. Mitchell has a bachelor’s degree in finance and a master’s in accounting from the University of Rhode Island. He lives in Providence.
