Bruce H. Tobey has been appointed of counsel at Pannone Lopes Devereaux & West LLC, where he will serve on the firm’s Municipal Infrastructure Team. Tobey served as the mayor of Gloucester, Mass., from 1993 through 2002, and as city councilor since 2006. He holds a J.D. from Suffolk University Law School and an MBA from Suffolk University. •
