Frank A. Garguilo, an accountant in corporate taxes and insurance at Citizens Bank, has been promoted to vice president. He previously was an assistant vice. He received a bachelor’s degree in accounting from the State University of New York at Plattsburgh, and a master’s degree in taxation from Long Island University, in Brookville, N.Y.
