Rhode Island Gov. Donald Carcieri reiterated his opposition to the proposed upgrade of KeySpan’s liquefied natural gas (LNG) terminal in Providence on Thursday.
The governor asked the Federal Energy Regulatory Commission – the agency judging KeySpan’s proposal – to reject the corporation’s application for permission to expand its existing terminal to allow marine LNG deliveries.

“Based on thorough evaluation, I have concluded that the safety and security risks posed by the proposed upgrade to the Providence terminal outweigh the potential energy benefits for the New England region,” Carcieri said in a note announcing his decision.
In the post 9-11 environment, Carcieri wrote, LNG vessels and terminals are potential targets for terrorist attacks.
If FERC decides to approve the expansion, the governor urges that it be under the condition that all safety measures are met to prevent unknown hazards.
