PROVIDENCE, R.I.- Governor Lincoln Almond and Lieutenant Governor Charles Fogarty have created a plan that would enable the state to ensure a two to three-day oil reserve in the event of poor weather conditions that might prevent a timely delivering of oil.
The oil reserve, which has support from the leadership of the General Assembly, would be released by the governor if certain emergency criteria are met. Only Rhode Island oil dealers will be allowed to obtain oil from the reserve; the fuel must be loaded into small home delivery trucks registered in the state. No oil purchased subject to this program will be allowed to be sold, resold or delivered for use outside of Rhode Island during the period of January 1, 2001 to February 25, 2001.

According to Fogarty, who also serves as the chairman of the Rhode Island Civil Defense Preparedness Advisory Council, the Council will be releasing its emergency allocation plan tomorrow (December 15). The emergency plan, required under law, was last updated in 1997.
