Declan Harkin has been promoted to senior vice president and chief operating officer for GTECH International at GTECH Corp. In his new role, Harkin will be responsible for lottery operations in Europe, Africa and Asia Pacific. He holds a B.S. in electronic and information engineering from Queens University in Belfast and an Organizational Learning Certificate from Massachusetts Institute of Technology. ̶ •
