Louis Francis has joined the R.I. Procurement Technical Assistance Center. He was formerly acting assistant administrator of the Minority Business Enterprise Compliance Office of the R.I. Department of Administration. He is a licensed commercial lender, certified affirmative action planner and member of the American Contract Compliance Association. He has a juris doctorate from George Washington University and lives in Warwick.
