Nathan Kelly has been named office director for Horsley Witten. Kelly has successfully completed projects on innovative site design, village-scale redevelopment and affordable housing development. He will continue to aid municipalities in revising their zoning ordinances. His work to date includes the implementation of transfer of development rights, “smart growth” visualization and low impact development site design.
